NOTICE TO BIDDERS WATER TREATMENT PLANT IMPROVEMENTS REQUEST FOR INTEREST The Red River Redevelopment Authority (RRRA) seeks to identify, and obtain information from responsible sources in connection with upcoming Water Treatment Plant Improvements. Contractors responding to this notice will be invited to make a site visit and obtain copies of the plans prior to the formal Advertisement For Bidders. The formal Advertisement For Bidders is projected to be published within 90 days. The site visit is scheduled for March 25, 2008 at 9:00 AM. Responses to this solicitation shall be made by close of business March 21, 2008. Improvements to be made include: A. Building 1191 (Pump Building) Improvements. Replace 60’ of 16” raw water piping 1. Replace 2 raw water pumps. 2. Replace valves and fittings associated with raw water pump replacement. 3. Clean and paint pipe gallery piping. 4. Remove existing backwash pump. 5. Install turbidity meters on all raw water lines to Treatment Building. 6. Install new high service meter and transmitter. 7. Building improvements consisting of cleaning and painting all floors and walls, replacement of all windows and pressure washing of all exterior walls. B. Sedimentation Basin Improvements. 1. Construct 2 rapid mix basins. 2. Install 6 flocculators. 3. Concrete structure repair. 4. Walkways & handrails. C. Building 1185 (Treatment Building) Improvements 1. Relocate North Plant chemical feed equipment. 2. Renovate North Plant filter pipe gallery. 3. Clean and paint North Plant pipe gallery piping. 4. Remove and replace North plant filter bottoms and media. 5. Install “air scour” piping in North Plant filters. 6. Install new filter console for North Plant 7. Renovate South Plant filter pipe gallery. 8. Clean and paint South Plant pipe gallery piping. 9. Remove and replace South plant filter bottoms and media. 10. Install “air scour” piping in South Plant filters. 11. Install air wash system blower and piping. 12. Install filter console for South Plant. 13. Install new chemical feed equipment. 14. Install instrumentation 15. Install and integrate SCADA system. 16. Remove old “Lone Star” high service pumps. 17. Building improvements consisting of remodeling office area and relocate lab, clean and paint all interior walls and floors, replace windows and pressure wash and clean exterior walls. D. Electrical Upgrades to bring building into compliance with National Electrical Code. E. Chlorine Building Improvements including painting, replacement of floor runners, replace exhaust fan, install 3 doors and insulate interior. F. Yard Piping improvements 1. Remove and replace existing North Plant 12” flocculator basin drain lines. 2. Remove and replace North Plant drain line valves. 3. Install automatic control valve and meter vault for backwash line. 4. Install 10” backwash waterline and automatic control valve At a minimum, the statement of interest shall address capability and experience in utility contracting and specifically experience with water treatment plant construction or rehabilitation. This announcement shall not be construed as a commitment or authorization to incur costs in anticipation of an award. The RRRA is not bound to make any awards under this Notice.
