NOTICE TO PROPOSERS The Queen City Independent School District is seeking Competitive Sealed Proposals as the Method of Construction Delivery seeking the “Best Value” for the District for their current Construction Projects until 2:00 p.m. April 3, 2008 in the Board Room of the Queen City Independent School District’s Administration Building located at 1015 Houston Street, Queen City, Texas 75572. This is inclusive of a New Gymnasium, a Two Classroom Addition to the High School, a Two Classroom Addition to the Elementary School, A Field House Addition and a New Athletic Track. As is allowable under Texas law, the School District shall utilize the Competitive Sealed Proposal Method using Defined Criteria to Evaluate the “Best Value” for the School District and those are contained within the Specifications Section of the Bid Documents. At that time the Competitive Sealed Proposals will be read aloud pursuant to the Price Proposal Criteria and other criteria will be subsequently Evaluated. Any bids received after 2:00 p.m. on April 3, 2008 shall be rejected and returned unopened as non-responsive. Copies of bid documents may be examined without charge at the office of the Architect, The BDA Design Group, Inc. at 302 N. State Line Avenue, Texarkana, Arkansas 71854, (870)773-1193. Plan procurement of up to three (3) sets of Bidding Documents shall be allowed to Qualified Prime Contractors only for a deposit of Two Hundred Dollars ($200.00) per set, which is refundable only if the documents are returned in good condition within fourteen (14) days after the bid opening. Bidders procuring Plans and not submitting a Qualified Bid shall forfeit their deposit. Printed Refundable Bid Documents will not be issued directly to Sub-contractors or others. Prime Contractors, Sub-Contractors, Suppliers, etc. may also Purchase a set of Bid Documents on CD for a non-refundable purchase price of Twenty-Five Dollars ($25.00) if desired. Dodge Plan Room, Irving, Texas, AGC Plan Room, Shreveport, Louisiana and Reed Construction Data will be sent Plans and Specifications. A Bid Bond by a Surety Company authorized to do business in the State of Texas and made payable to the Queen City Independent School District shall accompany each bid in an amount not less than five percent (5%) of the bid amount. If awarded the contract, the bidder shall promptly enter into a contract and execute such Insurance and Bonds as may be required inclusive of a Performance and Payment Bond in the amount of 100% of the Contract Price. No substitutes will be accepted in lieu of the P&P Bond. No bid may be withdrawn for a period of thirty (30) days subsequent to the opening of bids without consent of the Owner. In case of ambiguity or lack of clarity, the Owner reserves the right to adopt the most advantageous interpretation thereof. The Owner reserves the right to reject any or all proposals and to waive any formalities. All Federal, State and Local laws pertaining to Construction Contracts for K-12 Schools in the State of Texas must be complied with, and each bidder must present satisfactory evidence to the owner that he is licensed where required and qualified to perform such work. The Bidder must also be in compliance at all times with any and all laws, and any and all regulatory agencies wherein such is required by where such is governed.
