Keyeria Webster and Kevin Sheppard are parents to the first baby of the year born in a Texarkana hospital, little Keylanee Sheppard.
Keylanee was born at CHRISTUS St. Michael Health System at 12:31 p.m. Tuesday by Cesarean section.
