Wincie Elizabeth Osborne Howell of Texarkana, Texas, died Saturday, Jan. 5, 2013, in a local hospital.

Mrs. Howell was born in Landis, N.C. She was a homemaker and former employee of Hack’s Jewelers; Junior League of Texarkana sustainer; active in Girl Scouts and Boy Scouts; former member of First Congregational Church, where she served as choir member, Sunday school teacher and Priscilla Circle member; and a member of Women for the Arts, Texarkana Regional Arts and Humanities Council, Jaycettes and First Presbyterian Church, Texarkana, Ark. She was preceded in death by her husband, Frank W. “Dumas” Howell.

Survivors include one son, Frank W. Howell Jr. of Texarkana; one daughter and son-in-law, Frances and Lynn Kehler of Colorado Springs, Colo.; three grandchildren and one grandson-in-law, Neil Kehler of Arvada, Colo., Karen Kehler of Fort Collins, Colo., and Echo and Matt Robbins of Ashdown, Ark.; seven nieces and nephews; and a number of great-nieces and great-nephews.

Services will be 1 p.m. Thursday at Texarkana Funeral Home, Texas, with the Rev. Susan Arnold officiating. Burial will be in Hillcrest Memorial Park.

Visitation will be 6 p.m. to 7:30 p.m. today at the funeral home.
