Bowie County Commissioners chose LaSalle Corrections to operate jails for the Two Texarkanas and the county.

 CEC, Emerald Correctional Management and LaSalle Corrections submitted contracts to operate and manage the Bi-State Justice Building and Bowie County Correctional Center jails.

CEC has operated and managed the 748-bed Correctional Center since 2001, and took over operations at the 164-bed Bi-State jail in 2004, after the Arkansas Department of Correction withdrew its officers. The Bi-State is shared by Bowie County and each side of Texarkana.
