CHEERS: To Texarkana College. The Rising Star Scholarship program and Texarkana College is probably the single most important contribution in the area to improve the economic development of the entire Four States area. It helps hundreds of teens every semester to not only pursue an education that they may not have had the opportunity to pursue, It also keeps the area talent here at home, and it is a dream come true for many.
