Your editorial of Feb. 29 about the atrocious fact that one out of every 100 adult Americans (2,319,258) are incarcerated in a jail or prison reminded me of many of my visits to the doctor. They analyze the problem carefully and help solve it but never tell you how to prevent its recurrence. You say that you want criminals punished but you never address the problem of how to keep our population from being incarcerated in the first place, and neither did you address the fact that of those incarcerated, approximately 89 percent of them are male and only 11 percent are female.
