TO THE EDITOR:

At the last Texarkana Board of Directors meeting, Public Works Director Jeff Hill made a presentation regarding railroad crossings. He is looking at establishing “quiet zones” in Texarkana, Ark., so engineers will no longer be required to blow whistles. I filled out the form to make comments on an agenda item.

Before I was able to say much, Mayor Shipp cut me off. I was cut off by a man who tends to talk for excruciatingly long periods of time without saying anything of substance.
