After contacting my City Council rep, a board member of the Texarkana Animal Shelter and Larry Sullivan, I still have a few questions re: the recent decision to have two separate shelters. First, what is the financial benefit to each city in running its own shelter? Could it possibly be cost-effective to have two shelters instead of one?
