TO THE EDITOR:

It never ceases to amaze me at the crazy ideas dreamed up by city officials on both sides of Texarkana on ways to spend taxpayer money. A water park? Yet no plan for our animals. Texarkana has parks, lakes and a lot of recreational areas already, but no facility to take care of lost or stray animals that can handle both sides of town.
