Never let it be said that welfare is restricted to poor people with limited prospects and unlimited procreation.

Texarkana, Ark., School District’s payout of $150,000 to erstwhile superintendent Paul Dee Human is welfare. It is rewarding poor performance.

School board members say the $150,000—13 months’ salary—handed over to Human is money well-spent because it allows the district and community to move on.
