Damned if we do, damned if we don’t

The coal-fired power plant AEP/SWEPCO wants to build near Fulton, Ark., has been in the news the last couple weeks.

Last week, Louisiana regulators gave their blessing to the construction of the John W. Turk Jr. Power Plant. Texas regulators, on the other hand, withheld their approval pending further review.
