HOPE, Ark.—Billy Joe Samuels, 59, of Elkins, Ark., died Tuesday, Dec. 16, 2008, at a Fayetteville, Ark., hospital.

Mr. Samuels was born July 13, 1949, in Hope. He worked in construction and a Vietnam War Army veteran.

Survivors include his father, DeVaughn Samuels of Hope; one brother and sister-in-law, J.D. and Helen Samuels of DeAnn, Ark.; one sister and brother-in-law, Judy and Jeff Jones of Hot Springs Village, Ark.; three nephews, Jim Samuels of Glenwood, Ark., Greg Samuels of Spring Hill, Ark., and Trent Jones of Hot Springs; one niece, Jenee Clayton of Texarkana;...
