The people for whom cities receive Community Development Block Grant funds typically do not have many resources. Hence, their access to federal grants. What these people do have, though, is a voice in how the money is used. Unfortunately, they either don’t realize it or they are unwilling to raise their voices.

Such was evident on Tuesday when Texarkana, Texas, community development officials held the first of seven public hearings on how future CDBG funds should be spent.

Only four people showed up.

This is not participatory democracy, folks. It’s pathetic....
