The state Parole Board is considering whether to recommend clemency for Williams, 41.

A California psychologist has diagnosed Williams as having mental disabilities—a diagnosis originally made by reviewing Williams’ records and talking with family members, not by examining Williams himself. Another psychologist confirmed the diagnosis simply by checking the California doctor’s reports.
