Americans don’t like their elected officials to operate in secrecy.

It doesn’t matter whether we are talking about Congress, the state legislature, city government or local boards and commission. Americans like to know what’s going on.

Sure, we understand that some things must be kept confidential. National security concerns, for example. And, on a lower level, specific personnel matters that could lead to legal action.
