Those on the Arkansas side of Texarkana, along with fellow voters around the state, will have the opportunity come November to decide just who will be allowed to adopt children or serve as foster parents.

On Monday, Arkansas Secretary of State Charlie Daniels certified an initiated act that would bar unmarried couples, straight or gay, from fostering or adopting children.

The act would not prohibit single individuals, straight or gay, from adopting as long as they do not live with a partner.
