Tthe Federal Trade Commission has taken another shot at telemarketers.

A new rule will ban marketers from calling people using prerecorded messages, except where permission has been granted in writing.

In 2003, the National Do Not Call Registry came online and since then more than 146 million phone numbers have been registered.

The law prohibited telemarketers from calling households unless they had been given permission or a previous business relationship existed.
