A legal lottery would just take money from state’s poorest residents

Arkansans will have a chance to decide Tuesday on whether or not to approve a state constitutional amendment legalizing a lottery, with the proceeds designated to fund college scholarships.

Proponents, including Arkansas Lt. Gov. Bill Halter, say a legal lottery would keep money in Arkansas that is currently being lost to other states that have lotteries.

Halter was just in Texarkana to promote Amendment 3 and chose to make his case by example, answering questions while standing in front of a Texas-side State Line Avenue convenience store that sells millions in lottery ...
