Ever since Southwestern Electric Power Co. announced plans to build a coal-fired power plant plant near Fulton, Ark., between Texarkana and Hope, the idea has sparked controversy.

SWEPCO promised the plant would be built with the latest clean-coal technology to protect the environment. It also emphasized that new sources of electric power were needed to meet the needs of consumers at a reasonable cost.

Many in the area supported SWEPCO’s plans. They saw the plant as a much-needed source of jobs and a welcome boost to the area economy.

But some others weren’t...
