Michael Shepherd, a Bowie County assistant district attorney, is on paid leave and a former clerk has resigned, an official said. ‘Mr. Shepherd is on paid leave for violating the countys personnel policy’ said District Attorney Bobby Lockhart. Lockhart says he is prevented from making any further comments because of a human resources policy. The staffing changes occurred as part of an agreement mediated by the Equal Employment Opportunity Commission, officials said.
