Surplus funds in Arkansas mean Miller County, Texarkana, Ark., and several senior and health organizations may receive a financial boost. With a $15 million increase in state turnback funds for cities and $15 million for counties allocated, Texarkana, Ark., could receive more than $226,000 based on a per capita funding formula.
