ASHDOWN, Ark. Juveniles who commit criminal acts are becoming more astute than elected officials, knowing its doubtful they will serve jail time, says two juvenile authorities in Southwest Arkansas. Juveniles also know that with little or no threat of staying in a juvenile detention center, there is little reason to do their community service or follow their probation.
