Texarkana Gazette Texarkana, Texas, city officials met for more than three hours Tuesday night in a closed personnel meeting with no end in sight. As of presstime Tuesday, City Council members were still in the City Hall conference room discussing City Manager George Shackelfords evaluation. The meeting was called by Mayor James Bramlett following issues over Shackelfords appointment of Texarkana, Texas, Police Department Capt. Joe Bunting as police chief.
