The Texarkana, Texas, City Council discussed personnel issues for almost five hours Tuesday night in a closed meeting. But city officials declined comment when asked if City Manager George Shackelfords job is at stake. Immediately after closing the meeting at 10:45 p.m. Tuesday, council members said they could not talk about matters that were discussed in closed meetings. Mayor James Bramlett, who called the special meeting, said the four hours and forty minutes of discussion was an evaluation of Shackelfords performance as city manager. ‘It was a good discussion’ Bramlett said.
