Plans for an affordable housing complex for senior adults received some financial cementing to its foundation Tuesday. During their regular monthly meeting, members of the Housing Authority of Texarkana, Texas Board of Commissioners heard a presentation by David Kelly of the Dallas-based Carleton Residential Properties on HATTs proposed Renaissance Plazas. Kelly said the entire project has a projected cost of $11.3 million.
