One of the oldest complexes in the Housing Authority of Texarkana, Texas, could soon be repaired. During an April 17 meeting, David Kelly of the Dallas-based Carleton Residential Properties, delivered a report on plans to renovate the 67-year-old Covington Homes complex. Kelly told the board the proposed $14,234,766 project will offer 126 units of townhome-style apartments.
