The Texarkana, Texas, City Council will consider creating a new Department of Community Services when it meets at 7 Monday night at City Hall, but officials say it is in no way related to the potential dismissal of City Manager George Shackelford. Mayor James Bramlett said the new department is something Shackelford and others have been planning for months to improve customer service.
