The Red River Redevelopment Authority has signed a $2.3 million Environmental Services Cooperative Agreement with a consulting firm for sampling, testing and planning work at excess Army depot and ammunition plant property. Duane Lavery, executive director at RRRA, said the agreement was signed with ELM Consulting LLC, and work is funded through the Army.
