A Texarkana, Texas, man charged with 23 criminal counts related to investment wrongdoings and the impersonation of a DEA agent pleaded not guilty at his arraignment Friday. Mark Wayne Jaster, 48, spoke in hushed tones with his attorney, federal public defender Wayne Dickey, before the hearing.
