A conflict should be recognized as conflict in its plainest meaning, so says a bill by state Rep. Stephen Frost, D-Atlanta. A committee substitute version of Frosts House Bill 1502 was passed out of the House Natural Resources Committee on Friday with no votes against it. The legislation deals with how conflicts between state water plans are dealt with by the Texas Water Development Board.
