The two cities that share a name now share a distinction in leadership. The Twin Cities, Texarkana, Texas, and Texarkana, Ark., as of Friday, were without a city manager and being run on an interim basis by the finance directors. Mayors of both cities expressed the utmost confidence in finance directors Charlie Bassett on the Texas side and Harold Boldt in Arkansas. ‘Everything involved in the management of the city revolves around the dollar. Charlie is in charge of that and he does a great job’ said Texarkana, Texas Mayor James Bramlett.
