A hard, late-season freeze in April means many Arkansas counties have been designated a natural disaster area. Secretary of Agriculture Mike Johanns approved the decision May 18, making all qualified farm operators in those areas eligible for low-interest emergency loans from the USDAs Farm Service Agency. Arkansas counties marked as disaster zones are Hempstead, Howard, Lafayette, Little River and Nevada.
