The Texarkana, Texas, City Council, during a special called meeting next week, is expected to consider appointing Lancaster, Texas, Police Chief Daniel Shiner to head the local police force, city officials said Thursday. City Council members will consider the appointment at 7 p.m. Monday at a special meeting in the council chambers at City Hall at West Third Street and Texas Boulevard.
