After several weeks of planning, discussing and redesigning, the C-4 property zone is back up for approval in Texarkana, Ark.

The commercial zone has caused concern among residents living near its proposed establishment.

Originally proposed in an angular shape that followed the tax increment district, C-4 would have encompassed 677 acres along State Line Avenue, Sugar Hill Road, Mount Olive Drive and 51st Street.

Some property owners along those roads have spoken in favor of the rezone at Planning Commission and City Board meetings. But most are concerned ...
