A resolution approving a July Fourth fireworks display was approved by a split vote Monday night, opening a discussion of proper spending in Texarkana, Ark.

“We’ve always stated that we’re broke,” said Ward 4 Director Chad Dowd, who voted against the resolution. Ward 5 Director Patsy Cornelius also voted no.

Rather than spend city money for Sparks in the Park, Dowd requested sponsorships carry the bulk of the expense.

The free show has been held each year in Texarkana, Texas, but Texas-side city officials canceled the display this year citing tight funds. ...
