As Texarkana, Texas, Mayor James Bramlett prepares to end a decade in office, his Arkansas-side counterpart is preparing to move on without his longtime friend.

“We’re good friends,” said Texarkana, Ark., Mayor Horace Shipp. “He’s my kind of guy. I’m gonna miss him.”
