Arkansas Lt. Gov. Bill Halter says he has never met parents who don’t want the best education for their children. He said one of the best ways to guarantee quality education may be a state lottery.

“Somewhere between birth and high school for that child, reality sets in and undermines the hope of those parents and that family,” he said.
