Unseasonable flooding was one focus of the Red River Valley Association’s 12th annual Water Resource Conference held Thursday.

Representatives from Arkansas, Texas, Louisiana and Oklahoma attended the conference at the LaCrosse Hotel in Texarkana, Texas, at which the 2007 Summer Flood of Record was reviewed in detail by delegates from the Army Corps of Engineers.
