Muskegon Heights, Mich., has been without a full-time city manager for two years, and a Texarkana city employee wants the job.

But after more than six months of discussion, an agreement has not been reached between the City of Muskegon Heights and Natasha Henderson, director of public relations and quality assurance for Texarkana, Texas.

“I have expressed that I would totally be fine with coming there. I would welcome it,” Henderson said.

She first expressed interest in the spot in 2006. Negotiations stopped at the end of April, but recently reopened.
