New York authorities extradite sex offender back to Cass County

A convicted sex offender—who faces new charges of sexual misconduct in Cass County and federal charges—was recently arrested in New York and is being transported back to Texas.

Jerry Ray Phillips, 28, was charged with sexually assaulting a child April 3, 2007, in Cass County. He appeared in court and was released after posting a $100,000 commercial bond.

In August 2007, Phillips missed a court date for a pretrial hearing before Fifth District Judge Ralph Burgess, who then ordered a warrant for Phillips’ arrest.
