Texarkana, Ark., is allocating almost $1.2 million in tourism tax revenues to build an equestrian center at the Four States Fairgrounds for horse and livestock events, officials announced Wednesday.

“People that come to equine events come with two things in their minds,” said Dwight Duncan, Four States Fair Association president and CEO. “They come with big pocketbooks, and they know when they come to town, they are going to spend money.”
