Jason Neeley’s problems began in the womb.

Drug and alcohol abuse during pregnancy by Neeley’s biological mother causes him to suffer from fetal alcohol syndrome and has reduced his intellectual capacity to that of a child, his adoptive father testified at a prior court hearing.

Neeley, 20, has the hormones and urges of a man his age but his disability makes a normal romantic relationship a long shot, according to a psychological evaluation.

Neeley’s physical needs compelled him to behave inappropriately with a 4-year-old girl, court documents state.
