Another motion by opponents to halt work at Southwestern Electric Power Co.’s proposed $1.6 billion coal-fired power plant near Texarkana should be denied, staff to the Arkansas Public Service Commission said Monday in a recommendation.

On July 3, landowners and private hunting clubs near the proposed John W. Turk Jr. power plant in Hempstead County asked the commission to revoke the certificate it granted in November to build the 600-megawatt plant.
