A Texarkana, Texas, Police Department chaplain has been awarded the Master Level Police Chaplain certification, a first for the department and an honor for a volunteer minister.

Chaplain Tommy Gaither, 63, of Texarkana, Texas, who has given 10 years of service to the men and women of the TTPD Texarkana, Texas, has been a minister for 43.
