A workshop began the lengthy night of city business in Texarkana, Ark., Monday, as board members moved forward in outlining a five-year master plan for development.

The discussion centered around forming objectives for the city's future and how to see them accomplished.

"These priorities should be used to guide us in whatever we do," said Ward 5 Director Patsy Cornelius. "If we make a purchase, what priority does it satisfy? That's a way we can grade ourselves on how well we did the past year."
