Holes were recently revealed in the retirement programs and orientation process for Texarkana, Ark., city employees, and nearly $10,000 had to be shifted to fix an oversight dating back four years.

Two retirement plans are available for city employees. The Texarkana, Ark., Public Employees Retirement System, also known as TAPERS, is available to the majority of city employees. Those in management positions may enroll in an International City Management Association account. Police and fire officials have a separate civil service setup.
