A district judge in Bowie County has ruled that the Texarkana, Texas, Police Department has to turn over the personnel file of a former officer accused of driving drunk in a public safety vehicle.

“As a result of the accident, Matthew Wayne Smith was charged with intoxication assault,” said a motion to release confidential personnel file prepared by District Attorney Bobby Lockhart March 28.
