The Winthrop Elementary School could be the “sacrificial lamb” to build a new Horatio High School, a former school administrator said recently.

But Scotty Smith, a retired Horatio and Foreman, Ark., High School principal, said if Horatio school officials want to keep the Winthrop students “as part of the educational family,” the Winthrop campus should remain open.
