Motorists traveling over Nix Creek on Preston Street in Texarkana, Ark., enjoyed driving on their new bridge for only a matter of days last week, when the bridge was closed again.

The Arkansas Highway Transportation Department, which supervised the bridge replacement, said the structure has been inspected and is sound. But Arkansas-side city officials say it needs more safety barriers.

The bridge is open-sided more than a dozen feet above the creek.
